A proposta de criação de uma BNCC estava prevista na LDB de 1996. Uma base nacional comum é parte de uma política educacional que envolve outros aspectos como financiamento, formação de professores, avaliação de políticas públicas. Mas, na ótica de certas “reformas empresariais na educação” intensificadas nos anos 1990, diversas ações ficam subordinadas ao foco na avaliação, na responsabilização dos agentes escolares, em correspondentes pressões sobre escolas, professores, na vinculação de salários e bonificações ao desempenho nas avaliações em larga escala.
A defesa de um currículo com foco em “habilidades básicas”, em “competências socioemocionais”, em detrimento dos conteúdos científicos sistematizados, vem sendo atrelada as políticas dos testes que culpabilizam o professor pelos “fracassos educacionais” ao mesmo tempo que são poderosos instrumentos de controle e benéficos a setores empresariais que lucram com a educação e que buscam ditar seus interesses no currículo.
Cabe ao conjunto do movimento em defesa da escola pública, dos sindicatos, reafirmarem a anulação dessa reforma e recusar quaisquer tentativas de legitimação pelo MEC desse processo. É fundamental que os professores e funcionários, nas escolas, se posicionem negando a legitimidade desta reforma do ensino médio e também devem esclarecer o que é propaganda e o que é verdade. As escolas, os professores e funcionários têm responsabilidade muito grande nesse sentido.
Nossa intransigente exigência é pela revogação imediata da Lei 13.415/17 (antireforma do Ensino Médio), da Portaria do MEC 727/2017 e as Minutas do MEC sobre a BNCC e as Diretrizes Curriculares do Ensino Médio enviadas neste ano ao Conselho Nacional de Educação (CNE).
