O grupo de trabalho de financiamento da Educação da Confederação Nacional de Municípios (CNM), criado para acompanhar a Proposta de Emenda à Constituição (PEC) 15/2015 que tramita na Comissão Especial da Câmara dos Deputados, esteve reunido nesta terça-feira, 12 de setembro, na sede da entidade, em Brasília. O texto da PEC pretende tornar o Fundo de Manutenção e Desenvolvimento da Educação Básica e de Valorização dos Profissionais da Educação (Fundeb) instrumento permanente de financiamento da Educação Básica pública.
A reunião do grupo foi destinada à avaliação das ações desenvolvidas até agora pela Confederação junto à Comissão Especial da Câmara. Na oportunidade, os consultores da CNM identificaram princípios que devem orientar proposta de um novo modelo de financiamento para a Educação. A CNM também apresentou alguns estudos preliminares sobre o tema que foram feitos pelos consultores da entidade Ricardo Martins e Mariza Abreu.
Depois disso, foram distribuídas tarefas para outros colaboradores da Confederação e consultores. O próximo passo é aprofundar estudos no sentido de conseguir formatar a proposta da entidade. A previsão é de que seja realizada outra reunião em outubro para novas avaliações e a CNM vai continuar acompanhando o debate no Congresso Nacional.
Também participaram da reunião o segundo-secretário da CNM, Marcelo Beltrão; o economista, André Alencar; a técnica em Educação, Mônica Cardoso; e os consultores da CNM, José Carlos Polo e Elisiane Mangrich.
