Está confirmado! Depois de muita pressão e mobilização, a votação do Fundo de Manutenção e Desenvolvimento da Educação Básica e de Valorização dos Profissionais da Educação (Fundeb) vai ser realizada em dois turnos no Senado Federal nesta terça-feira (25).
O presidente da casa, Davi Acolumbre (Democratas), comunicou, nesta segunda-feira (24), aos parlamentares que a Sessão Deliberativa Remota será às 16 horas, tendo como único item da pauta a Proposta de Emenda Constitucional (PEC) nº 26/2020, de relatoria do senador Flávio Arns (REDE/PR).
Depois de muita pressão dos trabalhadores e das trabalhadoras da educação e da sociedade civil pelo #AprovaFundebIntegral, o texto da PEC 26 deverá ser aprovado na íntegra e poderá ser promulgado pelo Congresso Nacional no dia seguinte, dia 26.
A proposta que será analisada pelos senadores prevê o aumento gradual dos recursos da União para o Fundeb, que passará dos 10% atual para 23% a partir de 2026, garante 70% dos recursos para o pagamento do piso salarial para todos os profissionais da educação e torna o fundo permanente.
Na semana passada foram apresentadas emendas e destaques para o texto, que caso fossem aceitas prejudicariam a essência do fundo e atrasariam a tramitação da PEC. Mas houve resistência e pressão dos movimentos social e sindical, com ajuda de governadores, prefeitos e instituições educacionais para o texto ser aprovado na íntegra.
“Ficamos sabendo nesta manhã que a nossa pressão pelo #AprovaFundeb na semana passada e durante todo o fim de semana deu resultado e fez com que os parlamentares retirassem todas as emendas e os destaques que tinham sido apresentados. E em conversa com o relator, com Acolumbre e com os secretários de educação, principalmente os do Nordeste, ficou confirmado que a PEC 26 será aprovada na íntegra”, afirmou o presidente da Confederação Nacional dos Trabalhadores da Educação (CNTE), Heleno Araújo.
Segundo o dirigente, não se pode esquecer que o Fundeb não é um único fundo, na verdade, é um conjunto de 27 fundos (26 estaduais e 1 do Distrito Federal) que serve como mecanismo de redistribuição de recursos destinados à Educação Básica. Trata-se de uma reserva do qual os recursos são usados para valorizar os professores, desenvolver e manter funcionando todas as etapas da Educação Básica – desde creches, Pré-escola, Educação Infantil, Ensino Fundamental, Ensino Médio até a Educação de Jovens e Adultos (EJA), explica Heleno.
E se o Fundeb permanente não for aprovado e regulamentado antes de 31 de dezembro, quando vence o atual fundo, 4.810 municípios terão dificuldade em manter as escolas públicas abertas.
Depois da PEC ser promulgada, começa o trabalho de toda comunidade escolar para construir uma lei que regulamenta o FUndeb.
“O Congresso Nacional vai promulgar a PEC, que altera a Constituição Federal e torna nosso Fundeb uma política de Estado e não mais de governo, mas depois temos que começar a elaborar a regulamentação e debater todos os pontos que foram aprovados nas duas casas para que estes recursos cheguem de forma democrática para todos os municípios do país”, ressalta Heleno.
Mesmo com todas as expectativas em alta, a mobilização em defesa do #AprovaFundebIntegral continua. Além de pressionar os senadores por uma educação pública e de qualidade pelo napressão, a CNTE promoverá um tuitaço, a partir das 10 horas na terça e vai transmitir ao vivo a votação no Senado através da sua página no Facebook. Mais de 50 entidades também estão fazendo a pressão digital com as tags #FundebPraValer #VotaFundebSemDestaques.
O senador Flavio Arns disse que esta terça será histórica, porque o Senado fará a mais importante votação dos últimos tempos.
Segundo ele, o fundo da educação básica, como se refere ao Fundeb, foi discutido amplamente e será uma Lei de grande consenso do Congresso Nacional em defesa da educação. E ainda, aponta ele, com os recursos do fundo também será possível garantir uma educação pública e de qualidade para comunidades quilombolas, indígenas e para as pessoas com deficiência. E ainda terá critérios mais justos de distribuição dos recursos, destaca o parlamentar.
“A aprovação e promulgação do Fundeb permanente será uma vitória não só do Congresso, mas também de toda sociedade, dos secretários estaduais, municipais estudantes, conselhos de educação, governadores, entidades sindicais e movimentos sociais.
A educação deve ser prioridade absoluta para o que o país se desenvolva, seja melhor e mais justo para todos os brasileiros”, finalizou o senador.
