O objetivo é de evitar problemas como excedência dos professores da Rede Estadual, demissão de um número elevado de funcionários dos colégios municipalizados e transtornos no deslocamento dos estudantes de seus bairros para outros bairros ou para  outras Unidades de Ensino.
