Na qualidade de Entidade representativa de mais de 4,5 milhões de trabalhadores das escolas públicas de nível básico no país, a CNTE repudia e requer aos membros da Comissão de Assuntos Sociais do Senado Federal a rejeição integral do PLS 395/2017, de autoria do senador Garibaldi Alves Filho e de relatoria do senador Valdir Raupp, em razão da grave penalização imposta pelo Projeto aos servidores públicos, bem como pela total falta de diálogo sobre o assunto com as entidades que representam as inúmeras categoriais profissionais de servidores das três esferas administrativas – União, Estado, DF e Municípios.
O referido Projeto se pauta em verdadeiro confisco disfarçado de compensação financeira para supostamente equilibrar os Regimes Próprios de Previdência dos Servidores Públicos, nas três esferas, podendo a alíquota complementar alcançar até 22% da cota do/a servidor/a em casos de déficits nos referidos regimes.
Ao invés de investir no controle social e na gestão dos Regimes Próprios de Previdência, impedindo inúmeras irregularidades cometidas pelos gestores públicos que minam a capacidade de financiamento dos fundos previdenciários, o PLS 395/17 avança sobre o lado mais fraco para impor-lhe grave prejuízo, atingindo inclusive servidores aposentados.
Diante da falta de diálogo e da gravidade das medidas contidas na proposta parlamentar – que afetará servidores não apenas da União, mas das demais unidades federativas –, a CNTE requer a rejeição do PLS 395/2017 e a abertura de diálogo público sobre as alternativas para se superar as dificuldades dos regimes previdenciários no Brasil, abrangendo o setor público e privado, sobretudo os governos e empresas que sonegam, fraudam e comprometem a sustentabilidade da Previdência Social Pública.
No momento em que o Congresso Nacional encontra-se impedido de votar a Reforma da Previdência em razão da intervenção federal no Rio de Janeiro, e diante do alto nível de rejeição dessa reforma perante a sociedade, é inadmissível que o Senado tente driblar os impedimentos constitucionais da PEC 287 para impor mais prejuízos aos servidores públicos, além daqueles já consolidados através da Emenda 95 (Ajuste Fiscal) e dos acordos da dívida selados entre a União e os Estados que comprometem as políticas sociais e a valorização dos servidores públicos.
